Special Education
Special education in Vermont refers to specially designed instruction and related services, provided at no cost to families, to meet the unique educational needs of eligible students with disabilities as defined under federal and state law. Governed by the Individuals with Disabilities Education Act (IDEA) and Vermont State Board rules, special education ensures that eligible students receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). Services are delivered through an Individualized Education Program (IEP), developed by a collaborative team of educators, specialists, and administrators, and may include instruction in a variety of settings. Vermont's system also includes Essential Early Education (EEE) for children with disabilities below school age to support early skill development. Supervisory unions and districts are reviewed annually to ensure compliance with IDEA and state regulations.
